Before you follow anybody: 1. Write a bio and upload a pic for your avatar. Make sure your bio says you are a teacher/educator & what subject(s). A bit of personal info helps too. 2. Tweet - even if it's just to say hello I'm trying out Twitter I'm much more likely to return a follow from someone who has done this.
Once you start following people, aim to build a network. I didn't find Twitter useful until I was following about 100 people. No network = talking to yourself - which is why so many people think Twitter is pointless.
Join in conversations - reply to people who ask questions. As soon as you start engaging, Twitter becomes useful.
